The European Commission is set to introduce the Packaging and Packaging Waste Regulation (PPWR) to tackle pressing environmental sustainability and waste management issues within the European Union. This regulation aims to standardise and optimise the management of packaging materials and their associated waste streams, thereby reducing environmental impact, promoting recycling, and fostering a circular economy.

Recycled content targets for plastic packaging

The first round of PPWR-imposed recycled content targets for plastic packaging is slated to take effect in 2030. Different types of packaging will be subject to varying target levels. Notably, exemptions are granted for compostable packaging and those designated for sensitive contact applications. Secondary legislation will define the requirements for recycled content in plastic packaging, including calculation methods, approval of chemically recycled content, and certification methods.

Recycled content will influence packaging costs through Extended Producer Responsibility (EPR) schemes, where higher recycled content can lower EPR fees. Utilising plastic labels made from recycled content can enhance packaging circularity.
